Yes, you're right. And perhaps the perfect example for this would be
{quS}/{quS'a'} "chair"/"throne".

A throne can be smaller than a chair, hell, it can be even a replica on a
keychain, but it would still deserve the {-'a'}, in contrast to a simple
chair even if that chair was of gigantic proportions.
