(MO, HQ 8.3:2-4): There are two special terms for the top of a room, or ceiling. {rav'eq} refers to the ceiling of any room (though, more narrowly, it refers to the ceiling of a room that has a room above it, as in a multistory structure); {pa' beb} refers specifically to the ceiling of a room which is on the top (or only) story of a structure. It is possible to use {'aqroS} to refer to a ceiling, through the other two terms are more common. [....] Similarly, though in general {rav'eq} ”ceiling" refers to the ceiling of a room that has a room above it, it may also be used for the ceiling of a room on the top floor, even though there is no corresponding {rav} ["floor"] and no {tlhoy' SaS} ["ceiling, floor between stories"]. On occasion, though, the ceiling of the top floor is called {pa' beb}, literally "room's roof" ... The term {beb} refers to the covering on top of a structure.
(MO to Lieven, 1/09/2012): Similarly, a {beb mutlhwI'} doesn't make the roof, but, rather, lays out the shingles or planks or stones or whatever the roof is made out of.
