[tlhIngan Hol] negative imperatives with {not} imperatives with adverbs

Yes, {not yItor} is correct.

Marc Okrand wrote several autographs in people's TKDs (also in mine) saying
{not yIjegh!} ‘Never surrender!’, so that construction is established.
