I'm afraid I can't understand this.

Suppose we write:

pa', bIHtaH toQDuj'e'
there, are (the) birds of prey

If this is correct, then why would it be wrong to say {pa', chaHtaH
chaH'e'} ? It's a simple substitution: "there, are they".
