It's the former. It was explained as "To touch one's fingers gently on
something, usually a few times". The example (given in English) was "Anne
tapped Tom on the shoulder."

Looking at my list of words from qep'a' cha'maH SochDIch, it actually looks
like they're all missing from the KLI new words list, so presumably the
maintainer hasn't caught up to this year yet. (As a matter of fact, the new
words from the Saarbrücken qepHom are missing too.)
