I don't know why or when Will said that, but in my version of ST3
Valkris /definitely/ says {jabbI'ID pItlh} in Klingon, with no doubt.
And when you look at the lips movement, it seems like the recording was
in English saying "Transmission complete".

(But I slightly remember there is also a version of the movie which does
not speak Klingon, at least the German dubbed version. I need to check
if that's in English as well.)
