[tlhIngan Hol] why we shouldn't do transcriptions

Names can be marked in different ways. In Chinese and Japanese foreign
names are sometimes underscored (especially in the Bible). In braille and
the Shavian alphabet et al., there is a "capitalization dot" that precedes
the name. Klingon could do the same.
