Except we're told that *rep yIper* and *'arlogh Qoylu'pu'* are generally
used in different contexts. Unless non-military or interplanetary
contexts mean you don't care about precision, *rep yIper* is not simply
a more precise version of *'arlogh Qoylu'pu',* and you wouldn't simply
substitute them.
