This is fine. When Okrand was talking about *-'e'* at the front being 
marked, he meant when you are using it to move an object noun in front 
of an adverbial, like so: *HaqwI''e' DaH yISam*/Find the SURGEON now!/ 
It turns out that using topic nouns just as a sentence topic without 
being a subject or object is not marked.
