As far as I know, we don't have any evidence you can say *SoH tlhIngan.*

The closest we have is that you can say both*'Iv SoH* and *SoH 'Iv* for 
/Who are you?/ But this isn't a good data point, because *'Iv* can also 
act like a pronoun.
