There are a couple of different answers to this, depending on your purposes.

There is nothing wrong with parenthetical phrases in English. Too many 
of them is usually considered poor style, depending on your audience. 
Style guides will also tell you the best practices for punctuating them 
depending on their content. But these are prescriptions for style, not 
grammatical rules of the language.

We have no rules on using them in Klingon, and I can't think of any 
canonical examples. It may just be that Okrand hasn't written any, or it 
may be considered poor style in Klingon, or it may actually be 
considered grammatically incorrect to do so. We don't know.

You don't need to avoid parenthetical phrases, but you should be aware 
of when you're using them so that you don't mix a parenthetical phrase 
into your understanding of a grammatical point. So long as you punctuate 
them adequately, go ahead and use them.
