I’ve long believed that {-Ha’} and {-Qo’} are classified as rovers simply because Klingon linguists dislike creating an entire category for a single member. They already had to do this with {-moH} as Type 4, because its position is specific, in the middle of the other suffixes. This was a chance to have ten categories, instead of 12, with 1/10 of the categories having a single member, instead of 1/4 of them having single members.
