We don't know for sure, but I suspect it does based on the following:

1. We know that {ve'} can be used in place of {leng} from the Saarbrücken
{qepHom} 2013 booklet.
2. We know that {leng} works like {jaH} from HolQeD 7:4.

Here's the definition from the {qepHom} booklet:
{ve'} v. travel with a purpose, for a specific reason; travel on a mission.
Opposed to {leng}, which is travel with or without a special purpose.

Now, the booklet doesn't say that {ve'} can be used just like {leng}, but
it strongly suggests it.
