No, not quite the same. In Spanish, 'ser' is used to describe a fact or 
a quality, while 'estar' is used for being at a place. In Klingon, 
pronouns can be used for both, and the added suffix may show the state 
of the ongoing process.

briefly, jIH and jIHtaH can both be translated with ser and estar.
