Actually, Clipped Klingon was invented to explain the entire spoken Klingon and subtitles in ST1, which were done before Okrand was hired to invent the Vulcan ceremony in ST2. He invented the Klingon language for ST3, making sure that ST1 would still count as accurate spoken Klingon.
