In qIrq wItlha’taHqu’, Klaa stresses the tlha’ and the -qu’, just as you’d expect. It doesn’t answer the question posed.

Well, go back to the first use of it and there is your situation: When
there is only ONE suffix.

"Where Kirk goes, we follow."
The difference is like
{wItlha'taH} - "we will keep following him"
{wItlha'taHqu'} - "we will keep following him forever"
