Is this really written by Okrand?

This was created by Lawrence M. Schoen, and Okrand only chose it from 
others. That would not count as original by Okrand, but could be 
accepted as "vetted" by him.

As you mention the creator correctly, this certainly is NOT canon. 
Okrand din't see any of this text, he only provided few words.
