No. I would understand it as a person who is asking. I would also use it if
I was talking about e.g. someone who asks a question after a conference
talk.

But I've always been struggling a bit when in need for a word meaning
'question'. The best I could come up with is: {mu'tlhegh ghellu'bogh}, lit.
'sentence that someone asks'. Note that the plural of that would be
{mu'tlheghmey lughellu'bogh} (though you could leave out the {-mey}). ;)

It's better to find another expression, perhaps only involving the verb
{ghel} 'to ask'.
