That's possible. My initial question was just stated as
Starfleet Command =  {'ejyo'SeH yaHnIv}?

And then Okrand answered with what you have.

Good question. I was not sure either on what exactly is used for what. 
And my research on Memory Alpha did not give me a difference between the 
"starfleet command" and some other "high command" in the federation.
