Actually, I would try to avoid such kind of questions, and make it 
short: "Did you arrive", but it may depend on the situation. Also 
consider adding {qar'a'}: {bIpawta', qar'a'?}

"Have you accomplished to not arrive?"
Sounds like it's not what you want..
