Well, more evidence.  There are two other examples from the paq’batlh:

raSDaq toS qeylIS, rewbe'pu' qaD 'ej mu'meyvam ja'
Kahless climbs onto the table, turns to the people, and spoke
  these words. (paq'raD 11:8)

Notice also the evidence that the object of ja’ is the thing said and not the person it's said to.
