romulans are enemies", then do we write:

{jaghpu' chaH romuluSnganpu''e'; qaStaHvIS DIS 'Iq 'e' wIHar}
or
{jaghpu' chaH romuluSnganpu''e'; 'e' wIHar qaStaHvIS DIS 'Iq}

Can the {qaStaHvIS DIS 'Iq} in the example above, precede the {'e'} of the
sao ?
