[tlhIngan Hol] Hoch in noun-noun constructions

I found four examples of {Hoch} modifying a noun + noun phrase:

  Hoch tlhIngan DujDaq So'wI' jomlu' 
  All Klingon vessels are equipped with a cloaking device  (S33)

  QaptaHvIS So'wI', Hoch jagh Dujmey DaQotlh. 
  Disable all enemy ships while cloaked.  (MKE)

  Hoch tuq, Hoch puq poH 
  All tribes, all ages  (PB)

  Hoch Holmey mughwI' vIwIv 'e' DapIH'a' 
  Did you expect me to choose the Universal Translator? (ASM)

I agree. I see the {baS 'In} as one word. If you would say it as a compound noun, the problem would not exist anymore: {Hoch baS'In}

But unless we have canon prrof, we can never be sure. But it doesn't seem to contradict any rules, so just do it.
