It’s a conversion from Klingon ujes to Terran meters:  {loSmaH jav vI' Soch loS 'uj} = 16.74 M.

When you say "spelled out in klingon", you mean that they are written in pIqaD ?

No, i mean they are spelled out using words instead of numerals. For example:

  loSmaH jav vI' Soch loS 'uj 'ab meH

instead of 16.74, which is how the numbers on the poster are written in the English sentences.
