No. Krankor had trouble with the idea of quotations not being the 
objects of verbs of saying. Correct ways of saying this are:

    *qaja'pu' HIqaghQo'*

    *HIqaghQo' qaja'pu'*

    *SoHvaD jIja'pu' HIqaghQo'*

    *HIqaghQo' SoHvaD jIja'pu'*
