(KGT 53):  the special title {la''a'} (commandant) is used for officers in charge of certain specialized units within the military, such as prison camps, regardless of the officers' official ranks.

IIRC Starfleet officers in charge of starbases and (I think) Starfleet Academy were called commandants, although Captain Sisko ran Deep Space Nine (perhaps because DS9 was technically a Bajoran space station).
