LANGUAGE NOTES:
(KGT 121-22):  The idiom {bIQ'a'Daq 'oHtaH 'etlh'e'} ("The sword is in the ocean") is used to mean that something has ended, that it is impossible to return to a prior condition, just as Kahless and Morath never spoke to each other again. The expression might be used, for example, in reference to a treaty that was just signed, suggesting that a former state of antagonism has ended forever. Of course, simply saying that something will last forever does not make it so. If an alliance ends, the phrase is equally apt: the era of peace has ended, and the sword is in the ocean--there is no going back.

TREK TRIVIA:
Other treaties include the Organian Peace Treaty (with the Klingons in 2267; cf. TOS "Errand of Mercy", "The Trouble With Tribbles"), the Treaty of Algeron (which ended the Romulan Wars ca. 2160 and established the Romulan Neutral Zone; cf. TNG "The Defector" & "The Pegasus"), the Treaty of Alliance (ending the war between the Federation and the Klingon Empire [a.k.a. the Khitomer Accords?] in 2293; cf. TNG "Redemption I").

After Gorkon's assassination, his daughter Azetbur continued to sue for peace with the Federation, leading to her presiding over the successful treaty meeting at Camp Khitomer. (ST6)

The Treaty of Alliance (a.k.a. the Khitomer Accords? [ST6]) ended the war between the Federation and the Klingon Empire in 2293. The pact allows for mutual aid and defense against aggressors, but forbids interference in the internal affairs of either government. (TNG "Redemption I") 

(KGT 1):  After years marked by increased cooperation, mutual understanding, and sharing of knowledge, a protracted period of relative amity between the Klingon Empire and the United Federation of Planets came to an abrupt end not long ago when the Empire withdrew from the peace treaty known as the Khitomer Accords over an incident regarding war with the Cardassian Union.
